The Memorial Dedication was for Lt. Tom Smith who was the first African-American killed in the line of duty in Indianapolis Fire Department history.
He died when his horse-drawn hose wagon was struck by a street car, while on a call in 1911. The dedication was part of the 150th Anniversary celebrations of the Indianapolis Fire Department.
